I would set up searches with your parameters listed above on Craigslist and Cycle Trader. I searched for roughly 6 months before finding my Gem. I still see older bikes selling for more than I paid. I searched Florida Craigslist and only found trikes. I searched Cycle Trader between Central Florida and Macon Georgia and only found one 2016 in Florida. It has side cases and top box and extras but is overpriced in my book @ $8000.00 My friend found a like new 2009 with new tires and battery, spotless for $2800 bucks. Mine is a 2017 with some extra gizmos but honestly his is sweet and I paid more than double that but got the year and model I wanted.
Honestly, I'm surprised at the lack of Burgman 650's for sale right now, I was receiving alerts daily from my search's and could not even look at them all, now not so much. Best of luck, good choice and you'll not regret it.
