Can anyone explain what all the vents are for in the dash, cowling area around the handlebars on tthe 650?

Are they functional and if so, what do they do?
Can they be opened or closed, etc, etc.?

I have seen some around the hump and on the sides, I assume they are for engine cooling.

Can't be opened/closed. I assume they are for cooling components. There are electronics for the FI and other engine support stuff up in that fairing area I believe. They do not vent any perceptible amount of air toward the rider.

I also think its an escape area for some of the wind trapped going into the front fairing.

Not really sure but it looks like a place for the water to drain if your caught in a rain? Otherwise the water would puddle up in that area. But then again I'm not that mechanical, but I wondered the same thing, because they sure don't allow air to come through to the driver.
