Yup physics - normally the scoot would nose dive into the bumper under heavy braking but my guess is the guy hit him from behind effectively making the scoot do a wheelie and up he went
Still a pretty hard collision but my guess is the bottom of the scoot crushed into the car and he hung on for dear life.

yup but his skivvies died on the way to the hospital

I'm surprised the rider did not injure themselves climbing off the bike and back down to the road. I could easily see the bike toppling whilst the rider extricated themselves from it.
