Would I be correct in presuming that my rear tire is cupping if the leading edge of the pattern is higher than the trailing edge? These are the original Bridgestone Hoops with 64xx miles, running at 30 psi on the rear.

Probably not time for a new tire. Probably normal tire wear. That is the expected wear pattern for rear tires.

What you are describing is more like feathering which is normal, instead of the much worse cupping/scalloping.

Check to see if the tread is down to the wear bars which indicate replacement time.
