hi say just where is the vss on the 650 burgy? and you do need the vacume to actuate the motor. just like the cars. i installed one on my corvair and had to install a vacume canister to make the vacume motor pull in quicker and hold while going up and down hills. biggest hurdle may be finding a place to mount the vacume motor so it will pull on the throttle. the vacume bottle can go just about anywhere you find a place for it. trunk or up under the cluster or behind the headlight. good luck bp.
