Yes those should move freely, either by turning shaft or throttle plates themselves, obviously there's a return spring on primary plate(cable controlled), but it should not bind.Try spraying some penetrating oil on throttle plate shaft bushings "ONLY", a few drops let sit overnight, etc Try to use plastic safe cleaners/lubes on throttle bodies, some T/B's are teflon coated in the bore.
