On the AN400 they only used the lower #2 fork clamp bar. So you do not need to loosen the two #4 bolts to adjust the steering preload. The AN400 fork tubes do not need to slide like a AN650s. See Picture #1 below:

On the AN650 it has two fork tube clamp bars, top and bottom. You must loosen bolts #4 so the fork tubes can slide up or down as nut #12 is adjusting the bearing preloads. See picture #2 below.
