I'm wondering if the metallic 'Burgman 650' lettering/badge can be safely and cleanly removed (permanently) from the bike? Any clues?

it's easy to remove. It's just adhesive. I peeled mine right off the tupperware since day 1.

and the logos are not metallic. it's plastic.

A trick many have used to remove emblems like this is to warm it with a hair dryer or heat gun to soften the glue. Then use a piece of dental floss or fishing line to slide behind it and separate it from the body.

Just curious why you would want to remove it?
Several riders have done a re-paint...
either after repairing damage, or to
totally change the color.

It;s not a major problem, but the logo will be partly concealed when I put sidebags onto the bike. (I'm looking at the Givi E22 bags with a pearl white repaint.)
