MADISON, Wis. – A man who wears thong underwear and a cape while riding his scooter through Wisconsin's capital city may be a strange sight. But police say he isn't breaking any laws.
Earlier this month, staff at John F. Kennedy Elementary School in Madison called authorities after the man rode by in his unmentionables while students were walking to a bus.
Police spokesman Joel DeSpain tells the Wisconsin State Journal (http://bit.ly/12BOaeP ) that a sergeant had a chat with the person police call Thong Cape Scooter Man. He admitted he used poor judgment in going past the school but said he did it unintentionally.
The city attorney told police the man broke no laws.
So it seems Thong Cape Scooter Man is free to ride on.

First time he slides down the road he will get the message, any way at least they wont have to cut id leathers off.

I was born in Wisconsin, but moved to Texas just as soon as I could to get away from sites like that. Here in Texas it's only women that would do something like that and that would be at the beach, hopefully not at Wal-Mart.

Here where I live (Kentucky) a man might do that once. The error of his ways would be pointed out to him. Legal or not.

wearing 'underwear' in public isn't any more indecent than wearing a SPEEDO, though some might argue that all depends on the individual sporting such attire.....

Thong, yes. Cape, no, too Edwardian. Must have top hat with cape.
