Bikes in the US are shipped to the dealers "dry". No oil, fuel, coolant or battery. Dealers add all of the fluids and charge and install the battery after the bike is sold. This is why I always tell people that it is legit for a dealer to charge a small (emphasis on "small") setup or prep fee. The manufacturer doesn't reimburse the dealer for the fluids.
