I'd bet the farm that its for marine application - a big cargo ship. They don't burn coal any more but they do burn what is damned near crude oil. The fuel is run through a preheater for a good burn and for a thinner viscosity so the injectors don't get clogged up. These things don't even have a gear box - once the motor is cranked up the screw is turning and its under way. Tugs handle them at either end of their journey.
Largest cargo ship currently is the Emma Maersk at 1302' long - longer than the longest air craft carrier by almost 300 foot with a 207' beam (width). The engine is 14 cylinders and 110,000 hp that pushes it to 31mph - or about 25 knots.
