No matter what I do I cannot either view the supplied avatar list, load any of the supplied avatars, or upload my personal custom avatar. I am computer literate and have used avatars before on other forums.
I wonder what might be the problem here?

In you profile you must use the following:

"Link to off-site Avatar:____________________________________
Enter the URL of the location containing the Avatar image you wish to link to."

My server does not allow outside users to upload any files.

You can email me the picture and I can post in on my server and link it to your user if you like.
