I've seen these in use all over Eurppe, along with some pretty indurtrial-strength looking handlebar coverings too keep your hands warm. On my last trip to Florence lots of people had the "scooter skirts" on when it started raining.
I've seen at least 2 different iterations of them - and I'd use them in the winter - if only I weren't Wookie sized. My feet stick out about a half an inch past the floorboard - and the ones didn't have enough room.
An yes - we do have winter here in Texas, even though ice on the road here usually comes from someone's big gulp...
