Ignition switch and steering lock

Looking at a 2000 scooter with this damage..is it difficult to replace these parts ie take apart and reassemble.....will the ignition and steering lock of say a 2002 bike fit the 2000 model?
I know what faults my 2002 bike has....but are there any faults to look our for on this older model please?

do you know which panels i would have to strip out o access this lock?,or can it be inserted 'from underneath' and then just have cables reattached?
Thanks for replying.i have found some duplicate locks on eBay but wondering if i need to buy the original.....seems those 1998-2002 are similar.
