Looking at a 2000 scooter with this damage..is it difficult to replace these parts ie take apart and reassemble.....will the ignition and steering lock of say a 2002 bike fit the 2000 model?
I know what faults my 2002 bike has....but are there any faults to look our for on this older model please?

There should be no problem swapping out these components.
I do not recall there being any significant changes between these model years.

do you know which panels i would have to strip out o access this lock?,or can it be inserted 'from underneath' and then just have cables reattached?

Too long since I had a 400 to help but if I recall correctly you are much better off getting the bike pretty much nekked at the front end.

If it is like the 03+ 400 you will need to remove the front leg shield/fairing and some of the dash. As Norman said, pretty much get the front of the bike naked.

yup, I tried do do it without when I replaced my lockset, but gave up and took the front end off, and things got a lot easier after that.
