I bought my second 08, 3rd Burgman 650, two & 1/2 years ago for $5150 and they dilvered it to my door. It had 305 miles on it and I am over 35,000 now. I got an excellent deal. Yours is a good deal for an 09. I also can not comment on the 400 to 650 as I have not ridden a 400. All I can say is the 650 is like a Dodge Shelby OMNI GLH, Looked different but "Goes Like HeII".
