You do not have to remove the fender. Just remove the two bolts that hold the caliper on and slide it up and back until it clears the rotor. There is enough clearance between the caliper and fender for it to come out.
If you have an Executive you will need to clip the zip tie that secures the ABS sensor wire to the right caliper to get enough slack. Be sure to have another zip tie to reattach it when you put the caliper back on.
As advised, calliper can be removed without removing fender or wheel. Remove the plug #10 first, loosen the pin #9 that holds the pair of brake pads, then remove the two bolts that secure the calliper to the fork. Slide/wiggle the calliper rearward off the rotor. Watch for the RHS ABS sensor cable on the executive model. Remove the pin to remove the brake pads and watch for the spring plate #13.
