I bought a 2005 An400 . It had a burned out high beam light, so I replaced it with an H4 55/60 bulb. It lasted about 20 minuted and burned out. The first bulb had a broken filament but the second hawas coated inside with a silvery substance. Here is a pic of the second bulb. Any ideas what is going on?

That coloring is caused by high tempeture. I have seen it done when a 12 volt bulb gets like 20+ volts and POOF. You need to do a voltage test to see if your charging system is OK. Or it could just be a bad second bulb. I have seen "Out of the box" failures.

yeah, gases inside the bulb will do that too as in a tiny crack in the glass let in air and as soon as you applied power, it smoked, manufacturing process can do that, if no visible crack is bulb and no burned on fingerprints and bulb is worth the trip back you might can exchange it , a good dealer will do that to keep a customer happy
