If you push all the way in AND hold it there while turning it to the left it will ONLY let you lock the fork. If you let the key come back out AFTER you start turning it to the left it will let you lock the fork AND turn on the parking lights. I just make sure to keep the key pushed in and have never had a problem. This is probably in the manual but who reads those.
