What models are you asking about? 400 or 650? 400's very little differences, just colours I believe. 650 2013 onwards is different to 2012 and earlier models in many ways both mechanically and cosmetically.
The 400 is the same model in every year you mention, but there may be differing colour options. ABS is also available here in europe so I assume it's available where you are too. The Burgman 400 is a very "sorted" machine. It has no real issues or problems. In short it's engine is pretty much bullet proof and runs pretty much forever if you look after it. I believe some models in the States have charcoal filters in the induction side but that may only apply to certain states.
