Well, I got the proper throttle body cleaner, and was gonna just take the idle adjust screw out and just spray away. But, I was wondering if anyone knew if the butterfly valve just stays open, or if I have to have the key in the on position and hold the throttle open to make it stay open?

Unlike the '07+ models the throttle body on the '03 to '06 400s has just a single butterfly valve, mechanically controlled by the throttle cables.

I am curious as to why you feel it needs cleaning, are you having a specific problem? I have 38k miles on my '03 and the TB is as clean as it ever was--TBs on EFI enginesvrarely need cleaning, though it seems to be something people do anyway.

If you do not clean the idle adjust screw regularly your MPG drops, the performance drops, and you may get an occasional back fire. By cleaning mine regularly I keep my 70 mpg pretty constant. When I don't it drops to 60-65 mpg and is a good indicator it needs to be cleaned. ;)
