Found that battery was dead. As I tried connecting a new battery the scooter started cracking over on its own. The key wasn't even in the ignition. The kickstand was down and I engaged the Killswitch, but each time I connected the positive battery terminal the bike would crank over.

WAG....starter relay is stuck closed.

With the battery disconnected, check for continuity between the 2 large large terminals.

Or you are somehow touching both terminals on the starter solenoid.

No. The engine started cranking over the moment I tried to connect the positive terminal to the battery. I later checked the battery feed to and from the starter relay. Connections were isolated. I am assuming the relay froze in the active position which would send current directly to the starter. I don't have an OHM meter, so I ordered a new starter relay. It's a cheap and easy fix before getting into the possibility of current backfeed from the starter, or the safety relay, or a closed ignition issue. Trial and error. I will Post the final results.
