I don't know for sure. My manual only covers back to 2003 which is the first year the 400 was available in the USA. My guess would be that it is the same based on reports I've read that the engines are basically the same except the 2003+ models are FI and the earlier ones have carbs. You might want to confirm that with someone that has a manual for the earlier models though.
I can see a difference in the weights for the Burgman but the engine displacements look the same. Since that remained the same until 2007 I would bet that the valve adjustments are the same. I will see if I can find anything that clarifies this but until then just bet that it is. One thing that does perplex me is the fact that the weight of the scooters went from 383 to 440. That was quite a jump in weight, especially since the design didn't change that much
OK, I have downloaded the manual. It is a Service manual for a 1998 - 2002 Burgman 400. The valve clearances are on page 2-4. The pages were copied side by side to save space, and the copy itself isn't great, but it should give you what you need in order to maintain your scooter. Good luck katerinad.
