Grasp the loose end, mate it to the other wire, grab the two wires with some pliers and twist BOTH wires together, shortening and tightening the loop down around the clevis and pin. You should be applying a little pressure on the wire after the capture of the clevis and pin to keep the loop from slipping off the clevis and pin.
